District Parent Advisory Council

​​The District Parent Advisory Council (DPAC) is a representation of the Parent Advisory Councils (PACs) from across the School District. DPAC is governed by the School Act [RSBC 1996] Chapter 412 Section 8.5 (1) in which DPAC "may advise the Board on any matter relating to education in the School District."  General meetings are not just for PAC representatives but are open to all parents of MPSD students.

PACs are responsible for communicating with the Principals regarding the organization and operation of their activities.  Principal's Approval is necessary, as PACs receive insurance coverage via the School District’s liability insurance program.

School Parent Advisory Council decisions related to fundraising methods must be made with the approval of the principal.

Fundraising activities and expenditures should be part of the annual budget of the School Parent Advisory Council. All parents should be informed of how the funds are spent.

PACs should try to stay within their school attendance areas for sales.

 

Parent Advisory Councils are responsible for managing their finances using generally accepted accounting practices (GAAP). For example:

• Minimum of two signing officers (one can be the principal)

• Annual review

• Annual budget and financial statements prepared

Equipment purchased by a School Parent Advisory Council becomes a gift to the school district, but it shall normally remain in the school where it was originally placed. The School Parent Advisory Council will be consulted if it is proposed to move equipment purchased by the council.

Operations Procedure - Community and After-School Use of Schools

User Categories  

7.           Category 1: Charges Waived

a.           In-school programs / extracurriculars for students in the school district (No Fees Charged).

b.           Regular PAC & DPAC meetings and events involving functions for the children of that school only.

c.            District of Mission registered programs (Program Supervisor employed by District of Mission).

d.           School or PAC & DPAC organized fundraisers (Volunteer only) during the regular school year.

e.            CUPE Local 593 or MTU meeting

 

User Priorities

12. Special events will preempt ongoing rentals:

a.           Schools' unanticipated extraordinary events – 7 days' notice

b.           Parent Advisory Councils – 30 days' notice

c.            Unions/Associations – 30 days' notice

d.           Regular Community Events – 30 days' notice

 

Finance Procedure - School Protection Program

Coordination of insurance with the DPAC/PAC Insurance coverage is based on the activity being connected with the School District – PACs are responsible for communicating with the school principal regarding the organization and operation of their activities, and to receive the principal's approval for activities. DPAC is responsible for communicating with the superintendent regarding activities and for receiving the superintendent's approval for activities. The superintendent is responsible for communicating to DPAC and principals to PACs regarding liability risk management practices for the type of activity planned by the DPAC / PAC. For example: - safety standards; - lawfulness and suitability of activity; - supervision requirements; - screening of members, volunteers, and employees who have direct access to students.
